REQUIRES USB AND HORIZON TO USE
THIS WILL ONLY WORK ON THE 360 VERSION OF THE GAME
I have had quite a few messages for this particular save since I commented in this forum.
The download is on TTG, so no worries about offsite downloads.
What the save contains:
9 Million Offshore Money
7 Million Spending Money
Max Rank
All skills unlocked EXCEPT one. However, the skill point is there so you can unlock it and get the achievement yourself.
This is NOT an unlock all save; however, there is enough spending money to unlock all of the relevant achievements for yourself. ( I have personally tested this method. I unlocked everything AND still had money to fool with.)

How To Transfer:
Download file, open Horizon
Drag Payday 2 save in to open
Open any save from your console (does not matter which game)
Copy and paste the Profile ID, Console ID, and the Device ID from the random game save, into the right columns on the Payday 2 save.
Rehash and resign to device. (USB)
Plug USB into 360 and transfer the file. (It will ask you if you'd like to overwrite 'Player Progression', click YES)
Load it up and it should be good to go!

EDIT: I have personally had this save copied to my account for over a year and have NOT been banned, suspended, or been victim to disciplinary action.
