I'm sure the "city" is real. As it is stated by the meteorologist, it is most likely a mirage. Although mostly associated with dry environments such as a desert, in truth a mirage can appear anywhere. You only need the correct conditions. If the correct conditions are met, you can actually see an object, such as a city, from much farther away than what you can see with the naked eye.
