Just stating that $5/hour isn't going to attract anyone that has decent experience in the field. If you want that cheap of service, you might as well look for a coder in India.

No, they do not get paid at 'least' $30/hr. Not even slightly. You realize front-end web 'development' (not really development of anything) is so small in comparison to other fields such as back-end web development (where the majority of people can do front-end shit but are shit at the actual designing stage).

Nonetheless, you're point is slightly valid. @OP - no one will do this for that rate.
