I live in South Florida so i am extremely aware of this situation i either tend to see people going 25-30 in a 45 or 65+ in a 45 its give or take. It's mainly old people i think once you hit a certain age like 80+ you shouldn't be allowed to drive anymore they are just careless drivers who don't use turn signals or anything what so ever.

What is REALLY annoying is having someone pull out in front of you when you are going a steady speed just to go 15 MPH. Like are you shitting me right now.
