I can't open the store app, when I try I just get this message

There was a system update that was released that supposedly fixed this. Open settings and check for updates

You can run a system file check to make sure there's no system corruption. Open a command prompt and type in sfc /scannow and let that run. If it says there's corruption you'll likely need to refresh your system.

I used the sfc /scannow command but it hasn't come up with anything wrong

Only other thing I can imagine is something with your microsoft account. Try disconnecting your microsoft account from your windows user account so it switches back to a local one, then reconnect it. After that restart your computer and see if that fixes the problem.
