So I tried installing the new CPU and Mobo and forgot that I had files that I need on the HDD that I want to reinstall Windows 7 on. I am going from AMD to Intel so I'm pretty sure I'm going to have to reinstall Windows. When I had my new CPU and Mobo installed I would only blue screen after trying to run the HDD with Windows 7 on it. So after I get all my files that I need transferred over to another HDD, how do I reinstall Windows 7 on that HDD after I install the new CPU and Mobo?

You don't have to reinstall, but you will need to activate the OS again because single-use OEM keys (assuming this is what was used) are bound to the motherboard they are used with.

You need to hardware-generalize your installation before you can use it with a new board and CPU. Start by uninstalling any driver software that came with your motherboard. Then you will use sysprep.

Press Win+R, type "sysprep", press enter, run the sysprep executable in the folder that opens.

Select "Enter System Out-of-Box Experience (OOBE)" in the first drop-down. Check the "Generalize" box. Select "Shutdown" in the second drop-down.

Once you've done this, change the board and CPU. When you boot the computer, it will recognize the new hardware and use drivers for it.
