Here is my build. I want to use this pc for gaming, recording, and streaming. I am a little concerned about the CPU being 3.1 GHz. This is my first time building a computer and I don't really know much about it but from what I have heard I need around 3.5-4.0 GHz for what I want to do. It's this true? If so what CPU should I get while staying around $1000?

You could do this. The hyper-threading in the Xeon is beneficial for editing while it is still good for gaming.
Although it requires you to get a weaker GPU, but you should still be able to max out games at 1080p at about 50-60 FPS.
How come it requires a weaker GPU?

Woops, not requires. I meant that since the CPU is a bit more expensive, you cant spend as much on the GPU because of your budget. As I said, it is still a great GPU for the money.
