I have always wondered why EA doesn't have a separate server for FIFA? They have one for Madden so it's not that they can't do it. ( As well as many other games ) I think Fifa being one of the most played games in the world would warrant their own engine, but apparently EA doesn't think so.

This is EA you are talking about. This is the company that won't spend any effort to improve FIFA in any way unless it gets them money or they are fixing something that makes them lose money.
