I'm currently game sharing with my mate and if I buy Gears of War Ultimate Edition Deluxe Version from the Xbox one marketplace will my friend get the DLC as well?

Yes. It's only the stuff that is account locked like Advanced Supply drops on Advanced Warfare that cannot be shared.
