My cpu is getting old, AMD FX-6300, I'm also using a GTX 970. I only get around 30fps, which is very annoying. Since I'm playing at 144Hz it makes it even worse. Would overclocking help? Or just upgrade?

Edit:

The CPU Usage ranged from 30% to 60%, and usually stays around 35%. Is this what's suppose to happen? For games like Arma 3 I get really low FPS because of my CPU.

Well I have an FX-6300 and a R9 270X and I get around 60 in single player and about 50-30 in Multiplayer I'm at stock clock for both CPU and GPU maybe have a look around there is a few fixes for FPS issues.

I'd suggest checking your screen resolution and settings as well as checking what programs you've got running in the background.
You can find by searching on the start menu "System Configuration".

Always play at fullscreen borderless, and not usually running anything while playing.

check settings etc
I found with some games, use DSR (NVIDIA feature) and run at 1440P with MSAA etc off instead of 1080P and all of them on.

If this is in 4k, then you're not going to get any better fps without a new cpu.
