Mine says I need to link a bank to send money to people in the US. Does that mean I can send people money when buying something?

only thing you can do is sign up and receive money my paypal isnt connected to my bank card yet and i got money received as for buy/donate you need it to have a card or bank card on file

Well I have a card on there but I cant link a Bank account does that mean I cant Buy/Donate? Is there a way around this?

I do not advise using fake information, as you account well be limited at some point and you'll need to verify the information, so you essentially could loss everything in it.
Not sure if it's still around or how it works no and days but they use to have a parent/child/student thing where you could have your parents paypal fully set up and yours, and they could allow you X amount.
Your best bet is looking into BTC and using that as you don't need any kind of verification just download a wallet and go.
