Do you need a monitor, keyboard, speakers, mouse, other perephrials?
Also radeon cards will outperform the gtx 960 at that price point.

could you upgrade the processor to i5 4690 and downgrade the 970 to a 960 and that would be a better pc

because the difference between 4460 and 4690 is minimal and why would you want a worse GPU? the 970 is the better GPU so get it over the 960.

would it run gta v on high? and most games on high? i want to record ans stream from this would the processor be better?

edit; Like Zayev said, use shadowplay to record(Exclusive to Nvidia Cards)
