Would I be able to build a water cooled budget build that would be able to run 60FPS full HD at medium graphic settings for around $500? I live in the US if that makes any difference.

No, you wouldn't. A full custom loop will set you back $200 for the CPU alone. Then you have the GPU on top of that. Watercooling wouldn't make sense in a $500 rig anyway. A decent AIO is going to set you back $100 and that would leave $400 for components, which would make no sense. To suggest a rig, we need to know wheter or not you need peripherals, and whether or not you'll be overclocking. We'll also need to know what the system will be used for.

I see. How much would the minimum price be for a computer that would be able to run at 60FPS and medium graphic settings be then? Forget the water cooled, and it would mainly be used for FPS's, hardline maybe the next cod if it's any good (like that will happen). I would need a monitor, keyboard and mouse, but nothing over the top fancy, just enough to get by.

$5 over budget, but obviously you're going to need a GPU if you're going to be playing games. Around $200 will get you an R9 285/R9 280X which will max 1080p ezpz. If you can't afford to get the GPU out of your $500 budget, you're best bet would be an APU rig.

Wow, this might actually be doable! How much would performance suffer by switching to an APU? And would I be able to upgrade to a normal GPU later if I went with the APU now?

A good APU is going to perform as good as an entry level GPU. An apu system would be an alright starter rig but would need a fair few upgrades to be 'good'. If you can manage to cough up the extra $200 for an R9 285/280X, you should, it will be significantly better than an APU rig. Around $170 will get you an R9 280 or $150 or so for an R9 270. It's going to be better in the long run for you, to avoid an APU rig right now IMHO.

That completely depends on the condition. You can find some hella good deals on eBay sometimes though.
