Nope, most pro players and even people like me who play competitively run the game in a different resolution and low settings. Some people find it much easier to play on a 800x600 resolution to be able to spot enemies easier.

You need at-least entry level parts to play though. My PC is all entry level parts so not expensive at all. You are looking around for 8GB of RAM preferably and the GPU can vary. I'm not a professional but I am just going off my basic specs.

Your PC should run it fine, even if it is stock. A friend has a completely stock desktop PC and gets around 50-60 FPS in low settings.

CSGO and any games running on the Source Engine are more CPU dependent over GPU. Meaning you can have a "standard" build, but as long as your CPU can handle the game, you'll run it fine on lower settings.

I have a family PC that's just used for essays and stuff so it's a pretty bad pic but I can run it at around 50fps on low settings
