I currently have a samsung monitor that I'd like to get rid of (give to a friend who's poor soul is playing on a small tv with a 60ms response time) and I'd like to upgrade. Budget is ~250 USD. Hit me up with a good priced monitor that'd be great for playing games (TF2, counterstrike, countless singleplayer games) and some picture editing. Thanks homies.

Also Ben-Q Makes great monitors for gaming & there's no motion blur so like when you play fast paced games like COD the monitor won't mess with your eyes.

Your budget doesn't give you much option, 1080p only.

You could get this, it's a 144Hz panel;

If you're just looking for a plain old 60Hz panel, spending more than this would be pointless;

I mean, I can stretch my budget a bit. I figured 250 USD would pretty much cover the monitor.

$250 is fine for a 1080p panel, you don't have to spend anywhere near that for a 1080p panel, unless you want a higher refresh rate. You'll want to make sure you have the hardware to run at over 60FPS though, otherwise a 120/144Hz panel would be a waste. You won't be able to get anything like a 1440p or 1440p ultrawide for $250, $250 will only just get you an alright ultrawide 1080p panel. It really depends on what you're looking for.

I think my specs are pretty adequate. Should I just get an alright 1080p ultrawide then?

I am curious as to what you were using the 4GB GPU for with your setup.

Up to you. The AOC panel is great, but you'll be capped at 60FPS, which is fine anyway. The 144Hz panel means you can get above 60FPS in games, but you won't be hitting 144FPS in AAA titles. Ultrawide would be nice for racing sims, stuff like LoL and for productivity, but it won't really be a huge benefit in games like BF4, Crysis, etc.

On LoL I used Nvidia Surround with 3 monitors and got temp banned for two weeks due to "Zoomhacking".
