I dropped my galaxy s4 in a pool and since then i have had it in dried rice for 6 days, after i turned it on the display would come on untill the samsung logo appeared for a few seconds and then the screen would tear out into Green dots all over the screen or white strobes would cover the screen. i have taken the phone apart and applied Isorpopyl Alcohol to the display ribbon and cleaned out the motherboard with it but after i put it back together i now get no display not even the strobes or green dots however the phone still plays sound if i ring it or get texts and the lights on the home key ect still lights up. if anyone can point me in the right direction of what to do next it would be much apprieciated im stuck and can only think to buy a new display and digitizer but i dont know if the motherboard is broken and i dont know how to check and tell if it is so any help would be great!

As long as the plug for the display on the motherboard wasnt too badly corroded or damaged a screen replacement should fix it but you never know with water damage.
The only way to find out if the motherboard or plug is damaged is to try and replace the screen unfortunately.
