Incorrect, misleading title. Do people know the definition of hacking? Merely flooding someones IP does not make someone a hacker.
In any case, much more than a handful of people know how to boot since the tools are widely avaliable.

I always thought that this was funny when users said this to me as I had a strict connection for the longest time, and so my IP changed all the time and it was just the best to hear them bitch and what not.

In all seriousness, it seriously does frustrate me when people do this. They obviously are paying for their web booters with their mom's credit cards and thing they are big and bad until they get caught.
