My hard drive died, so I have decided I am just going to buy a new tower. All I really need it for is sony vegas video editing. Any suggestions with this?

What is your budget and currency? (Pound sign does not work normally, use GBP abbreviation)
Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?

More importantly, do you want to build your own or buy a pre-built system.

I dont need anything except for the tower! My budget is around $400 maximum, could maybe go higher but not trying to spend an obnoxious amount

On a tight budget, I need to find a way to leverage as much money as possible.

So, if that means taking some parts from your old system [like ram, psu?] then that would be great.

Do you know roughly what you had in your old system?

Personally, this is what I would get.

The 4440 would be alright for video editing. Your not going to get better for the budget that your on.

You will have to use the integrated graphics which isnt too bad since your not doing anything gaming wise.

Its a little over but you can drop a stick of ram if you wish to get it down to 400 on the nose, however, id stick with the 8GB if I where you.

If you could gather some parts from your old PC, like the ram, that would save you 60USD so you could get a better case & mobo but not essential now.

Well by tower I didnt necessarily mean I wanted to build one.... I kinda just want one prebuilt! But I do have 6 gb of ram I could pull from old tower

Well, building one is not hard to do and will save you a lot of money in the long run as a lot of the price of buying pre-built computers is the labor of putting it all together.
