should be fine at 1920x1080 high to mid settings ik mine cant do high but im going to play high at that rez cause games run great at higher rez then lower

Hard to really know yet, but since it was delayed again it will hopefully be very well optimized. I would say Medium/High settings. Really unsure if you need to upgrade, but better safe than sorry. I upgraded to a GTX 960 just to be sure I could play it.

Game Debate says you should be able to play on High settings.

You'll be able to play the game regardless. How well you can run it, depends on how well the game is ported. If t's as bad as GTA IV, you'll probably be looking at low settings. It's kind of hard to estimate, since the game hasn't been released yet. Is your card sitting at 53c idle? If so, be careful when overclocking. If you're going to upgrade, you'd be better waiting for the new AMD cards to release. The 380 and 380x are going to be re-badged 290's and 290x's at a lower cost and most likely more efficient so it'd be worth waiting for that, or even a 390/390x if you wanted.
