The 960 pulls ahead of both the 280 and 280x in several benchmarks, but there are times that the 280x beats the 960. The 280 even beats the 960 at some tasks/games. However, the 960 is much more recent and more efficient which is why it'd be m choice of the 3.

It's a little over budget and you'd need to make sure you have a compatible case first, but that'd be my upgrade. Your APU will hold back higher end GPUs, so it'd be worth upgrading, as long as you can upgrade GPU soon. The i5's iGPU will be worse than the APU's graphics. If you're not overclocking, swap the 4690k for a 4460. If you do want to overclock, add a decent cooler in the future and you'll be good to go. I'd suggest saving for something along the lines of a GTX 970 or an R9 290.

I own a GTX 960 and it runs games great. The only issue I have had with it is playing Arma 3 multiplayer. It only plays it on high with about 35-40 fps, which isn't bad for me considering I don't play it much. I bought this card specifically for 2 games, Metal Gear Solid V and GTA V. This card will be able to play both, but if you're a patient person I would save up for a GTX 970.
