You cant buy an icebreaker from him. It's an upgrade to bring an older icebreaker to the current level.

Xur isn't selling the ice breaker, that's just to upgrade an old icebreaker to a new upgraded ice breaker.

The ice breaker can be rewarded by a random drop from night fall, crucible, weekly heroic story, vault of glass first gorgon chest, killing Atheon, death singer, & killing Crota, also by legendary engram. Just like most any other exotic

Xurs for sale list is ONLY the top row of items that use the currency "Strange coins" & "motes of light"

the middle area is for "Upgrading" or "resetting" items. so before the DLC exotic weapons were capped at 300 attack, now with the DLC out they can be 331(similar bump happened to armour too!) however when the change came about lots of people were kind of short changed as it brought in new exotic shards and other drop issues so bungie added this area in so you can "upgrade" your pre-dlc items to DLC1 standard , i think it can also be used to reset an item and level it up all over again.

as for the bottom row of items, these are usually somewhat useless being either being an item to increase XP gain on certain weapon types for a short time, the ability to upgrade a RARE sparrow to a LEGENDARY one via the colour stream changers, or as most favour it to spend excess "Strange coins" on the heavy ammo synthesis as 1 coin gets you 5 Heavy ammo Synth, meaning alot better value than 950 glimmer for 1 heavy ammo synth at the gunsmith.
