Just managed to start downloading the havoc DLC and have been trying for hours, I already purchased the season pass on 360 then moved over to the One and it would tell me to buy the season pass when I already had it purchased.. I clicked on the havoc DLC in store about 5 mins ago and I was able to download it free of charge.
So anyone who was having the same issue I would advise doing the same as I just did.
