Xur is supposed to leave on Sunday but he never did is he in the game permanently and will not leave?

i cant find him,is he only on xbox one and ps4? or 360 and ps3 too? because im on 360 and cant find him anywhere

Xur is located down the middle atrium and to the right of the table you will see if you go down there
