Try restarting your PC, i havent heard of this happening before, if restarting doesn't work uninstall and reinstall the game

A few of my friends have said that has happened to them before. The fix they've gotten for it, is to activate the Steam overlay like as if you are responding to a message while playing, click anywhere on the screen from the overlay, then exit the overlay and you should see CSGO's cursor and your desktop cursor. If that doesn't work, verify game cache or re-install the game and see if it fixes it.
