I just tried updating my RGH to 17150 and I thought i successfully did so but when i try to boot it finishes the animation then shuts off, but it will boot into Xell?

If it boots into Xell, just get another dump and try again.

Yes, I do have the XBLHammer server plugin on, should I take it off before trying to update?

Shortly after turning on the console, press the eject button and it will bypass the plugin. You will need a more up to date plugin. The reason it won't boot is because it cannot establish a connection to the server. If it still does not boot properly, you have done a bad flash and need to try again the proper way. Be careful when updating your console. The smallest mistake could brick your console. Hope I helped
