So I want to give a guy a recovery in bo2. Could I just get one of the mod menus and hit max rank on it?

Yeah, just use Yodas menu and host him a lobby. All the rank and unlock all stuff are all in that menu

Yeah, from Black Ops 1 and above you need to be signed into their account as well as being on Stealth hosting in a private match. This is because from Black Ops 1 upwards they removed the System Link feature in which you could use your Xbox Live stats as this allowed modders to change their Multiplayer stats through System Link.

Yeah, you will need to be signed into the account to mod on your retail, and join your RGH's lobby on System Link with Xbox Live unlocks enabled
