Then they probably are not the latest version.

You'll have to wait for other servers to update or buy the latest one from XBLS.

If he has the latest version of XBLS, then yes, he will be able to go online.

You won't be able to share his plugin for the server because your CPU key has not been verified by the server.

As for the other servers, no, I don't know when exactly. Probably in about a week.
