Both games are terribly optimized since they run on the Arma engine so, no. Even high-end CPUs and GPUs sometimes have issues running at 60 FPS, if they even reach it that is. The reason I mentioned the CPUs having issues is purely because Arma uses mostly your CPU and sometimes doesn't even use above 30% of your GPUs power. This is where the problem lies most of the time since most of the settings can be tweaked but they still use the CPU instead of allowing the GPU to do the work.

To run ARMA 3 on 60+ FPS you'd need a GTX 970 coupled with an i5 4690K overclocked or better. Really ARMA 3 does run pretty poorly, I can max all games on Ultra with my 270X (Bit better than your 750) and my 8320 (again better than the 4130) but on ARMA 3 I can barely only just achieve Ultra, and even with some tweakings I'm still getting 25-40 FPS at best.

Can I just ask, what is your budget and in what currency? I'm pretty sure somebody would be able to make a much better build that that for the money.

Yes, you'll be able to play it. I doubt you'll be able to get playable FPS with good settings though.
