There is no language for MW2, but you need to know C# to make what you are looking for
I honestly recommend you not get into programming just for this, learn how to code in general rather

You need to learn a scripting language called GSC, it's similar to C++ I believe. I'm not too sure on the whole call of duty modding scene but I believe you can add script to files extracted fastfiles from MW2.

You opinion is wrong. If he wants to learn a programming language to make mods that is fine. It will provide him with a drive to do it.

You're going to need to learn C# for MW2.
For games such as Black Ops 2, you can make mods using GSC, which I think personally is easier, but uses similar syntax to C++.
