Not sure what you mean, but you buy them from people but make sure you don't get scammed there any many scammers around

You cannot create them you buy an xbox and extract it from the xbox haha don't know where your going with it

To get a kv you have to buy a new console, then you have to read the nand and then be able to extract the KV and the CPUkey from that nand then you will have the new KV. You cannot simply "create" a new KV

or you can simply find a person that sells kvs and then buy them off of them
