With that speed and the laptop specs you should be fine to stream, as long as you know what to do

I seen that, but the point still stands. $730 will still build a decent streaming/editing PC, whether or not OP wants to build a PC. This laptop would not be very good at streaming/editing though. It uses a dual core CPU, with the iGPU clocked lower for better efficiency. A better laptop CPU would be an i7 with the "MQ", "HQ" and "MX" designation.
The intel hd4400 card looks good enough to run games like cod, nfs, minecraft and assassins creed with 30 fps and no lag. Minecraft is at 110 fps. Cod and nfs at 30-40.

"The intel hd4400" isn't a "card". It's integrated graphics, not dedicated. Why do you need a laptop? Even for $550, you could build a far superior PC than that laptop. For example, a desktop CPU is going to beat that laptop CPU by a huge amount. In fact, the Pentium G3258, a $60 CPU, beats the i7-4500U in that laptop. Buy it if you want but you asked for assistance and I'm trying to help you not buy that PoS laptop instead of a good desktop PC.

Next year our high school is moving to 1 to 1 and instead of having the piece of junk laptops they give us ill be using that one. I also want one to be able to stream. The graphics board runs good enough on BF4 and other games seeing videos. I can get 30-40 fps. I could care less to run games on full settings. Streaming, school and playing little games are want I want it for. I dont need a desktop taking up space. I cant carry a desktop to class. Thats why.
