Is it possible to reach 30 without the raid gear? Can I be a 30 with all legendary fully upgraded and one exotic?

The regular legendary gear reaches a Light level of 27 for each piece, if you have 1 exotic and 3 legendary armor pieces then your Light level will be 111 and you won't even be half way through Character Level 29.
