I recently built my gaming computer, now my CPU fan is just incredibly loud and i need to look for a replacement fan to use, Does anyone know any good fans preferably with thermal paste pre applied?

You'll need to tell us what budget you have for the cooler, and which case you are using so we know the height limit. Also if you know the make and model of the DRAM you use, then that can help us tell if you'll have an issue with the cooler hitting the memory sticks.

My Budget is not too high, i just want a decent and quiet cooler, the case is: BitFenix Comrade Midi-Tower and im unsure of the height limit

As far as I can see the cooler height limit on that case is 160mm so here are some cooler suggestions assuming you're from the UK.

Cooler Master Hyper 212 Evo
It will fit just about as 160mm tall and case supports 165mm tall coolers.
