That question is very broad, can you please say exactly what you want to setup?
If you want a Vanilla (Original Minecraft survival/creative, no Plugins) you can setup a minecraft server locally with Mojangs official Minecraft Server tool located [ Register or Signin to view external links. ]

If you want to setup a locally-hosted Craftbukkit server with plugin support, you should start by downloading the newest version of Craftbukkit from the official page, [ Register or Signin to view external links. ]
