When you talk about lobbies setting rank would be impossible as most stats in the game now have a check that only allows for them to be set so high in one game. Now you can easily disable the check, but to set someone else's stats you would have to disable it on their console to which setting that to a retail would be impossible. Now with that being said fun lobbies are still very possible but most people seemed to have kept all of their stuff private on the latest TU.
