Could i possible change the 23/12/1998 on my passport and just change the 5(i have good photoshop skills)

I would not do that. That is fraud and you can get into serious trouble with not only PayPal, but the law as well. Not to mention that if you're caught, PayPal can and will most likely deny you from using PayPal ever again in the future. That means that your name, social security, address, credit card(s), and bank account will not be allowed on PayPal again (they ban you from their system).
