I have $20,000,000 I'm sitting on & can get more as needed...

I know a lot of people haven't won enough races to unlock
certain vehicle upgrades -or- you just started GTA ONLINE
and no cash, so I'm willing to Fully Mod any
vehicle you bring me off the street.

NOT FROM THE IN GAME WEBSITE!
As they are already fully insured
and I cannot Mod a fully insured vehicle!

You can't just give someone a car you have customed
GTA Put a stop to this
The only way you could do it is store it and insure it yourself and then dupe it to the person

It is allowing him to upgrade but he cannot put full coverage or sell the vehicle.
