But can you cross-platform party chat between the X360 and the X1?

No you cannot voice chat with people cross platform.

The only way you communicate with each other with people on the Xbox 360 while playing on the Xbox One is by text messages.

Nothing has been mentioned so I doubt you will ever see it be released. I wish we were able to do it too.
