if your talking about downloading accounts made on retails to JTAGs? then yes you can do that lol. When i do recoveries, they rarely or it takes a long time for them to get banned.

What accounts are you talking about? If you are referring to the accounts that you modded on your jtag/rgh, then yes. It is fine. Just be careful as people may have reported them. I have used my profile on and off my rgh and I still haven't been banned.
