My PC parts come this Monday and should I overclock my Intel Core i3 4130, Asus Nvidia GTX 750 Ti, Corsair CX W430, with the stock Intel HSF?

You can't overclock an i3 without changing the base clock, which I strongly suggest you not do. You can overclock your graphics card to your heart's content, though.

That's much more than enough to handle overclocking a 750 Ti. The card consumes very little power.
