Let me point out something, this is what you stated (obviously) - #1. I don't know how to code.
#2. and i dont know how to get started

If you don't know how to do any of the above how would you go about making a multi-million dollar game which took years to make, there are many other aspects within the game which isn't covered by coding such as models, animations and textures, no mean to put anyone down here on TTG but I doubt (ALMOST) anyone on TTG couldn't go about helping to make a game like that, it takes many years of training to be part of something as big as arma, cod or any other big games.
Tl;dr - No it can't be done as easily as you think.

People go to college for years to learn how to do this and only the best of the best make succesful games like what your asking.
If you are going to try anything try starting off with a flash game.

I thanked this so people like you that think this is a easy project will think twice.

To do this you will need an XNA creators club membership and will need to learn C# as that's what xbox 360 arcade games are created in, the creators club membership costs 65GBP.

You could start off learning C# [ Register or Signin to view external links. ]

Good luck it isn't easy at all, Also this may help

Dome some research into Unity3d. It's great for beginners and even some AAA titles have been developed using unitys fabulous engine.

Stencyl, Unity, Gamesalad....any of those are great starting places. If you don't plan on learning how to code, I'd advise looking into outsourcing your code to another developer or development team. Also, your game will need art assets and sound. Plan on finding people capable of creating what you need and plan on spending a good deal of cash to get your vision created unless you find someone willing to work for a revenue percentage and no payment prior.

Keep in mind, the programs above are better suited for a mobile platform. I don't think developing something for a dying platform would be that lucrative and you can definitely find your niche in the mobile market (easier to develop for), just my 2 cents.

I will learn a programming language first. Maybe C++ or Java? THEN you will have to learn how video games are made. Once you get a general idea, code a small maze game in c++ or java (so you can get a better experience in coding). From there just step up your game. So start with a maze then move up to a PAC MAN game, etc... Focus on the framework before the graphics.

Once you finally get to the point where you can get a game like pacman working then you can move onto a game engine. I suggest Unity since it's free.

As far as making a game like Arma 3. You will not be able to do so. Games like that take years to make with a large team of professional programmers (etc...). At best, you will make a single player game that sucks in terms of graphics but the concept is fun. But then again, this is not easy.

If I was you, I would work on a flash game first (once you know coding, etc...). Then after some successful games (after a few years), I will consider an actual PC game.

Hope that helps
