A wise professor once told me that Javascript is probably one of the worst programming languages to learn.

Honestly from experience with programming and designing websites it would be best to nearly master html and css overall before learning JavaScript so you have a base of a well designed / functional website.

Whilst I agree with quite a bit of this, it could also be argued however that it'll be just as beneficial learning all at the same time. Not directly the same time, but alongside each other. I say this because there are many techniques that you may be taught in HTML, that is more efficiently done in CSS or Javascript, and you've just learned how to do it in HTML, leading to bad habits and in-efficient websites. That is just my opinion and the way I learn programming easier. I taught myself Game Development by trying to learn C# and Web development at the same time, and it's turned out very beneficial and I feel that if I done it any other way, I wouldn't be working for the same company I am today.

I learnt VB Then HTML & CSS Then Javascript then Python?

I would recommend HTML & CSS Then VB Then whatever you want
