For a beginner I recommend Aurora 3D as it is an easy way to make 3D Graphics, it is what I started out on. P.S. It is free for 10 Days.

Personally, I only use Photoshop CS6 and Cinema 4D. Those are the main programs I started to use for my graphics. YouTube tutorials really helped me and so did the GFX packs on YouTube which helped me out tremendously.

What kind of packs do you think i would need?

I'm looking at making avatars, signatures and desktop backgrounds.

I'm willing to spend a lot of time into this so i'm taking it seriously. I am also willing to watch YouTube tutorials.

Paint.NET is a program that I commonly use, there isn't really a "best program" as far as designing is concerned. This is really an opinionated question, as this is something based off of personal preference. I started out in Paint.NET, and GIMP, but I have moved over to Paint.NET due to the fact that you can install plugins, and it's what I got attached to.

It's available for download here: [ Register or Signin to view external links. ]

And if you need anything, or have any questions, just private message me.
Here's work I've created in Paint.NET:
