for a $650 budget, I would choose AMD over Intel.

You should drop windows and just buy it off ebay for ALOT cheaper.
I put windows on the build list just encase. He could get it other ways like free or cheaper.

You may want to change the gpu up, I don't know about anything else :/ but yeah just a suggestion.
A 8320 with a 750? I'd think it would be better to swap for a 6300 and get a better GPU. Quite an unbalanced build..
