I recently found out about vision-hosting. They are overseas and they have practically no rules on your site and they are only $2 a month.

They don't ban you for uploading a forum, it depends if there is content that is illegal on there or that other members are posting.

Free webhosts i would go with x10hosting or 000webhost.
