Yes probably,
When TOTY was out it said that 100k packs were out all the time for me but when i went to the store they were not there.

No i guess it just happy hour just for the normal packs, Better chances for them

Happening for me as well. I saw somewhere in the store that it was some sort of pack offer, I think the description was something along the lines of double the size of a Premium Gold pack with 24 items, But i'm not sure.
