Im searching google like mad apparently only the law and DMV or something can track people down by their reg plate. Its illegal it says but im still gonna try anyway :L

Just to throw this out, there is not that much that you can do wuth just a registration number. So in my opinion you would be better off going to the police.

You have to pay and create accounts to find the information it says, it could just be a scam though. Im from Derby and the only thing i could find was that it was registered in Nottingham so it must be around your area (Birmingham)
