It seems its not Vac or Punkbuster so what is it? This guy said on this other forums

Once all of the stats are generated, it calls NetworkAccountSTEAM: publish_statistics() and it's all sent to Steam. Weapons, masks, equipment use, changes in cash, xp, level - all sent. Using steams system, they can pull up stats on individual players, or check global stats.
There used to be a france based PD2 stats site, which pulled directly from the Steam API to get stats on players. He took it down because Overkill was resetting the stats monthly, but now they have removed that reset code - enabling them to monitor everything.
