I have downloaded the new tu7 update, and have a tu7 mod tool [ Register or Signin to view external links. ] .

What am i suppose to do with these files? [ Register or Signin to view external links. ]

Just double click the exe file, but you would need the correct dash launch plugin for this to work. If you got that and installed tu7 and got net frame work 4.5 you good to go.
