Basically, The Goal is to see how far you can get in the game - how much you can explore, level up, and take on quests - within the boundaries of the challenge conditions. It's just an Idea; to give the game an interesting feeling, and possibly even a retro feel, considering you can only acquire gold through quests and favors, respectively.

Someone should attempt this and either livestream/record it. It'd be cool.

The powers aren't OP, to be OP they'd have to be something serious like instant regen of magicka 24/7 in game time. And with the restrictions, you are cutting half the games content out, you can't do most of the main quest, you can't do half the side quests, you can't do the main quests of most DLC, so you'd be limited to just walking around and fighting things without anything else to do.

An Orcs power is pretty OP if you ask me (can deal double damage and take half damage for a short time)
Additionally, I see your valid point, and agree with it. However, the "Other half of the game is still a lot of gameplay and content" Even if it doesn't involve pickpocketing or other thievery. Here, I'll do this for you. Read the post again.

Well what about khajiit? Or imperials? Or other such races? If they are OP then the nord is too since its power makes enemies flee while khajjit only see in the dark, or imperials calm people once a day.

The reason I mentioned a goal is because challenges for games typically use the game story as the goal to end the challenge. For example in the Pokemon games the challenge typically ends when players beat the champion, while being limited to a single type or color of Pokemon. With how your challenge appears to me its like players can play for an hour and end then say they beat the challenge because they never died and finished playing.

I'll post a good idea for a challenge later when back on my computer as I'm on a tablet and its hard to type

Here is my idea for a challenge, in a basic form:

Skyrim Legendary Class Challenge:

Summary: Your character is a skilled Warlock/Ninja/Knight who seeks to become as famous as the Heroes of legend, such as the Champion of Cyrodiil.

Classes:

*Knight
*Warlock
*Ninja

Race restrictions:
Each of the three classes has three races available for use, you cannot be a ninja while playing as a nord. The only race not allowed is Imperials.

Knight: Nord, Redguard, Orc
Warlock: Altmer, Dunmer, Breton
Ninja: Khajiit, Bosmer, Argonian.

Skills:
Each class has a set of six "Major" skills, these are the skills that define your class.

Knight: One handed(Swords), Block, Heavy Armour, Smithing, Speech, Archery

Warlock: Destruction, Enchanting, One handed(Maces), Speech, Alchemy, and one other school of magic of the players choice (Alteration, Restoration, Illusion, Conjuration)

Ninja: One Handed(Axes), Archery, Light Armour, Sneak, Lockpick, Pickpocket.

Goals:

Each class must finish the main quest lines for the game, and all DLC. They must also complete their respective guilds questline and obtain all Daedric artifacts.

Restrictions:

-No fast traveling, if you need a fast journey to a city use the horse carriage
-No looting non-quest items off dead bodies, be respectful of the dead.
-No joining a guild if it doesn't match up to your character, for example a Knight cannot do the Dark Brotherhood, Thieves Guild or College of Winterhold. However, they can access the college only for the main questline by being told to go there and using the Dragonborn option when searching for the scrolls.
-No exploiting glitches, we all know glitches can happen by accident, however you are not allowed to purposely use glitches.
-No modding saves.
-Must play on legendary from start to finish.
-If you die, you must start again, no reloading saves just to avoid death.

Weapon restrictions:

Knights can only use Long Bows for archery, and a sword and shield combo for melee. Ninja's can only use axes for melee, however they can use either crossbows or long bows for archery. Warlocks can only use maces for melee, no bows at all for archery. Only warlocks can use magic.
